Medicare-approved Drug Discount Cards Confusing for Many Seniors
Confusion, along with concerns and questions about the rules, marked the debut of the official Medicare website showing
prescription drug prices for users of the new Medicare-approved Drug Discount Cards. Medicare beneficiaries can now sign up for one of the cards and use them beginning on June 1, 2004. Despite claims of dramatic savings, analysis shows that the prices available with the new cards are often higher than those charged by online U.S. pharmacies, and are significantly higher than prices in Canada.
State Attorneys General Call for Legalization of Prescription Drug Importation
On May 5, 2004, the attorneys general for 19 states, including California, New York and Arizona, sent a letter to Health and Human Services Secretary Tommy Thompson urging the U.S. federal government to quickly take the steps necessary to allow the safe importation of prescription drugs from Canada. The letter to Thompson came just a day after he was quoted as saying that the legalization of prescription drug importation was inevitable and that he would urge the Bush Administration not to stand in the way of importation legislation currently being introduced in Congress.

U.S. Senate Bill Would OK Prescription Drug Importation from Canada
On April 21, 2004, a bi-partisan group of U.S. Senators, led by Senator Byron Dorgan of North Dakota, announced that they had reached agreement on a bill to allow the importation of prescription drugs from Canada.
Supporters of Senate Bill S.2328 include Senators Edward Kennedy (D), Trent Lott (R) and John McCain (R). Under the bill, individuals in the U.S. could legally import a 90-day supply of prescription drugs from Canada for personal use from "approved" Canadian pharmacies. The bill would also punish drug companies that try to hinder imports by restricting the ability of Canadian pharmacies to obtain the drugs they sell to U.S. customers. Not surprisingly, the bill faces stiff opposition by pharmaceutical industry lobbyists.
